Analysis of crisis preparedness of selected municipalties with extended powers in South Bohemian Region

The aim of the thesis is to analyze the crisis preparedness of selected municipalities with extended powers in the South Bohemian region in the crisis plans of the municipality with extended powers with the help of a statistical survey with the determination of the necessary parameters. The theoretical part contains basic information about crisis management, crisis plans and crisis events. Part of the theoretical part is also an analysis of threat analysis, where a list of types of hazards with unacceptable risk was determined, from which municipalities with extended powers choose according to their own risk analysis events potential for their administrative district. After explaining the concepts and their connection, the practical part follows. In the practical part there is a statistical survey of crisis preparedness of selected municipalities with extended powers. Specifically, these are Jindřichův Hradec, Dačice and Třeboň. From the crisis plans, 3 types of possible crisis events were selected, which will provide a basis for the result. These are floods, disruptions to large-scale drinking water supplies and disruptions to large-scale electricity supplies. The mentioned events were divided into several parts and subsequently evaluated by means of multi-criteria analysis with determination of the weight of the monitored parameters. The result of the thesis is an analytical evaluation of selected parameters in crisis plans of selected municipalities with the following competencies. As a result of the practical part, it was not possible to confirm the hypothesis of the absence of statistical differences between the crisis preparation of selected municipalities with one competence. The author therefore rejected this hypothesis.

This bachelor's thesis deals with the analysis of the offence agenda on the example of a selected municipality of Vodňany which, within its extended powers, carries out offence proceedings for the municipality of Číčenice by a public contract. The work deals with the administration of offences of the town of Vodňany within its entire extended scope from 2015 to 2020 and at the same time compare the administration of offences of the municipality Číčenice in the years 2015 - 2020 and their development from data provided by the municipal office Vodňany. A questionnaire survey and a guided interview are conducted with local government representatives in municipalities of comparable size to the village of Číčenice. Finally, Different models of offence management are compared and the optimal solution for municipalities of comparable size to the municipality of Číčenice are recommended so that they are as advantageous as possible for them.

Planning of material resources of selected municipalities with extended competence for crisis management in the economic measures for crisis situations

The subject of this dissertation details the planning of material resources in selected municipalities with an extended competence (scope) for crisis management solutions within economic measures for crisis situations. Based on growing threats and rising negative impacts on society this current subject is problematic. This issue is often not researched in depth and when research is conducted in the crisis planning sector, it is often focused on financial rather than material resources. The aim of the work was to compare the planning of material resources of selected municipalities with extended scope in the Pardubice and South Bohemian regions, depending on the crisis situations that have already taken place, on time and on the current situation in the given locality.The data was collected by studying technical documents, legislative and primarily by surveying employees of the crisis management department for the municipalities in the selected counties with an extended scope in such fields. The collected data was analyzed, compared and eventually graphically displayed. Answering certain research questions lead to the final conclusions. Part of the research was conducted using a personal method of "index preparedness", which assures the range and detail of material resource planning in selected municipalities. It was concluded that the past crisis situations and exercises did not have some impact on material resource planning always. First and foremost, it depends on actual situations in the region based on risk analysis and personal opinions from experts involved in such matters. This dissertation can assist crisis departments municipalities with an extendes scope as a cumulative source to compare their organizations to other counties.

The present and the future of cyber security of the selected territorial self-governing unit

The topic of the thesis discuss about the present and future of the cyber security in the selected self-governing units. This problematics can be, due to the rate of the increase in threats, considered as very current. Impacts of the cyber attacks, which can hit millions of people at once, are deterrent and people shoul pay an increased attention to this theme. Complex elaborationof this problém could later serve as a basis for a successful fight against cyberterorrism. The aim of the thesis was the finding and then the comparison of the current status of the cyber security in a selected territorial self-governing units. Selected were the Vysocina region and the South Bohemia region. The information and data were taken by studying the relevant legislation, vocational documents, articles, intervies and the questionnaire survey, which focused on the experts working with cyber security of the relevant municipality with extended powers. In order to process the thesis well and original and having regard to the anti-pandemic measures introduced the following covid-19 pandemic, it was used the mixed research method, which contains both qualitative induction and quantitative research. Data were obtained through an interview, then recorded in the form of a questionnaire. They went through comparison, analyzing, or eventuel tabular and graphical representation. The prognostic methods are part of the research as well. Analysis of trends, megatrends and the wheel of the future, which allows a clear but at the same time holistic view of the issue. Many interesting findings were identified. Cyber security experts educate themselves in the field regularly. In the case of the cyber incident, the preparedness, coordination and the resolution would take place without major problems in some municipalities. It should be paid close attentio to the theme of the cyber security in the future. This diploma thesis could serve as an introduction to the issue for the lay and professional public as well.

This thesis describes the typology of settlement in rural areas of Hradec Kralove region. Literature review focuses on explanation of "rural areas" and "urban areas" and definition possibilities of rural areas. Following part contains definition of rural area in Hradec Králové region along with demography characteristics of this region. These characteristics are used for creation of development potential typology of rural areas. Next part contains cartographic documentation of these territories with short description of each type. Knowledge is summarized and followed by discussion over others ways of solution in conclusion.

Analysis of the scope and cooperation of the components of the integrated rescue system in the administrative district of the municipality with extended competence Český Krumlov.

The theme of this bachelor thesis "The Analysis of activity and cooperation of integrated rescue system in administrative district of the municipality with extended scope in Český Krumlov" was chosen due to the author's long-term professional interest. The author chose the theme and elaboration which could be beneficial to the current form of integrated rescue system in a specific location. In the theoretical part the thesis focuses on a search of literature and law regulations related to the integrated search system, it's coordination and documentation. In the end of this part are described individual components of the integrated rescue system. The thesis focuses on offering up a new knowledge about functionality of mentioned system, it's flexibility, weaknesses and strong sides. The thesis offers considerations about given issues and tries to come up with a new perspective on its principles. Particularly in a practical part of the thesis where are processed results of the research. The main goal of the research was an analysis of the scope and components cooperation of integrated rescue system in administrative district of the municipality with extended scope in Český Krumlov. For collecting analysis' results and for answering the research question was used qualitative research with open questions in half-structured conversations. Mentioned conversations were analysed and from collected analysed data was created SWOT analysis which was based on informative investigation. Within this analysis was compiled an overview of weak and strong sides of current system. Furthermore, were summarized potential opportunities and threats. Results are described in detail in chapter "Výsledky" and afterwards the chapter offers a discussion. The author believes that the main goal of the thesis named "The Analysis of activity and cooperation of integrated rescue system in administrative district of the municipality wit extended scope in Český Krumlov" accomplished its goal. The resolution of the main question is that the cooperation of integrated rescue system in administrative district of the municipality with extended scope in Český Krumlov and the use of all integrated components' abilities during solving an emergency incident proceeds accordingly to the valid legislation. The rescue integration system was evaluated with SWOT analysis. The resolution is that the pros outbalance the cons. The cooperation of individual integrated rescue system is ensured based on preparedness of units for intervention and permanent operability. The established and good cooperation of all components of the integrated rescue system is also ensured. This thesis may serve to individual components of integrated rescue system and to the community.

Crisis documentation of municipality with extended competence Český Krumlov

This bachelor thesis addresses crisis documentation more accurately crisis documentation of municipality with extended competence Český Krumlov. I am pursuing this topic due to need of crisis documentation for solving exceptional events and crisis situations. At the arising of an exceptional event or crisis situation municipal authorities are required to solve life protection, health protection, property protection and environment protection. Municipal authorities can also participate in carrying out rescue operations and disposal operations. For that purpose, crisis documentation of municipality is prepared and preparations are realized for its utilization. Due to renewal of crisis documentation of municipality which is required by law to be updated every four years I will compare old plan from year 2012 with new plan from 2016. I am making the comparison for the purpose of finding changes and differences in plans if warranted to justify these changes and offer subjective proposals for possible improvements. The theoretical part of this thesis concentrates on crisis planning and its development in the timeline. Further I am focusing on to the administrative authority which fulfils tasks and duties according to the crisis plan and partake in its processing and updates. In the conclusion of this part I am taking a look at the legislative documentation which are closely related to this problematic of crisis plans and their place in the laws of Czech Republic. Second, practical part of this thesis is monographically focused on territory of municipality with extended competence Český Krumlov. Here I am engaging in inspection and analysis of crisis plans and their comparison with following evaluation of changes. As modus operandi, I choose comparison for higher clarity of this thesis but especially for the purpose of own proposals for possible improvements of the crisis plan As sources, I am using documentation of municipality Český Krumlov as well as documentation provided by Firefighting department of Czech Republic located in Český Krumlov. Target of thesis is defining and explaining changes in crisis documentation and subjective proposal for possible improvement.

Osídlení venkova Jihomoravského kraje, jeho diferenciace a typologie

This thesis describes the settlement of rural areas of the South Moravian Region. The literature review concentrates on the explanation of the notion "countryside" and on the definition of countryside in the South Moravian Region. A typology of countryside in terms of demographics is formulated in the next chapter. Within the results, rural areas in individual districts of municipalities with extended authority and authorized municipal office are characterized. Using the parameters described in each district, the typology of South Moravian countryside in terms of its development was designed. The South Moravian countryside is divided into 4 types. The final discussion covers the geographic classification of individual types of countryside.
